ABU DHABI, 12th July, 2022 (WAM) — A delegation from the United Arab Emirates will participate in the 74th Session of the UN Committee against Torture (CAT), being held in Geneva between 12 and 29 July 2022.
The Committee will be reviewing in this session a number of periodic reports of CAT State Parties, including the first report that the UAE will present regarding the implementation of the provisions of the agreement.
Judge Abdul Rahman Murad Al Balushi, Director of the International Cooperation Department at the UAE Ministry of Justice and head of the UAE delegation, said that in light of the UAE’s ratification of the Convention in 2012, the review of the first report comes as a procedure followed in accordance with Article 19, which invites CAT State Parties to report on the measures they have taken to implement their obligations under this Convention.
He added: “Since its establishment in 1971, the UAE has devoted its efforts towards strengthening its legislation and legal system and developing its institutional structure to promote and protect human rights. These rights are guaranteed by its constitution and national legislation that protects the safety of every individual and vows equality and social justice”.
The UAE’s report to the Committee reviews the efforts made towards the implementation of the Convention, and the role of government agencies and official bodies and national human rights mechanisms, associations, and institutions of public interest in implementing the provisions of the Convention. It includes the developments that have occurred since the delivery of the report, such as recent relevant national legislation.
The CAT was established under Article 17 of the Convention. It comprises ten independent experts and is responsible for providing general comments on periodic reports submitted by Member States every four years.
